The Ministry of Finance and the Ministry of Economic Development and Trade of the Russian Federation have plans to weaken tax burden

The Ministry of Finance and the Ministry of Economic Development and Trade of the Russian Federation will offer to ease the tax burden on innovative companies - but without a significant loss for the federal budget.

At the meeting of the Presidential Commission on Modernization on Thursday, Finance Minister Alexei Kudrin will report on what tax breaks innovative companies in Russia can rely on. Vedomosty reports officials, including Kudrin and Economic Development Minister Elvira Nabiullina agreed on the proposal at a preparatory meeting to the Commission in the administration of President last Wednesday .

As it was decided by the ministries the State will repay expenses of the innovators from the federal budget including insurance contribution increase. Prior to 2010 exporters of information technology and residents of technology-innovative zones paid only part of the pension social tax - 14% (instead of 26%), now they have to pay 26%, and from 2011 - 34%. Ministries are ready to return them the rate of 14% for the transition period, but not beyond 2020.

According to an official of a federal agency, the annual subsidy from the budget for every employee of an innovative company will be 83 000 rubles. The transitional period will last about five years. Members of the IT market estimated number of people employed in this industry in 100 000-150 000 people, in this case the annual budget expenditures for support will amount to 12.5 billion rubles. For comparison: because of the zero rates of export duty on the East Siberian oil, the budget could lose about 120 billion rubles in 2010.

But in reality the number of beneficiaries will be much less said the president of association “Russoft” Valentin Makarov: up to 2010 only those who receive from the export at least 70% of the proceeds could count on getting any benefits and, if the requirement is not be changed, not more than 200 companies will get this benefit. However, among the proposals of ministries there is a point of expanding the list of beneficiaries, if there is an effective mechanism for identifying them.

Two more measures of the government will affect a wider range of companies. The first relates to accelerated depreciation in the technological upgrade: groups of equipment will be set up that can be fully amortized at a shorter term. Another promises to simplify the rules for granting the investment tax credit (income tax). Now you have to get permission from the NRF or the Minister of Finance and only then get it, but the procedure is planned to become notifying - in coordination with regional authorities.



The most important measures among them are reimbursement of insurance contribution expenses and investment tax credit, the president of IBS Anatoly Karachinsky considers: in France while developing new software one can get a tax credit of 5 million EUR and repayment starts only the first profit.
